In the framework of another programming period of EEA greats Financial Mechanisms Ministry of Labour and Social Affairs evolved a programme CZ04 “Children and Youth at Risk” (hereinafter “CZ04 programme” and “FM2 EEA/Norway”). The programme was approved by its donors in April 2013.

The CZ04 programme consists of three parts. The first one is so called pre-defined project (PDP) that will be implemented by Ministry of Labour and Social Affairs of the Czech Republic. PDP aims to support creation of new, unifying legislation in the field of protection of children and families. The objective of the new legislation is a system solution of family support in the Czech Republic.

A part of CZ04 resources will be allocated in a form of an open challenge for regions and municipalities as key founders of residential facilities focused on transformation of institutions.  A part of the activity is

processing methodology for transformation of residential facilities. It is supposed that projects will be implemented between 2014 and 2015.

The third part of the programme is so called small grants scheme supporting projects of non-governmental organizations in two thematic areas:  (i) edification in the field of protection of children´s rights and (ii) participation of children in decision making processes.  It is supposed that projects will be implemented between 2014 and 2015.
